Each Section shall be credited with half the receipts
from all telegrams sent or received to or from any point on the other section, other than those on Railway Service, no deduction being made for working expenses. (23).
Connection with Hankow Line.
Whereas by an agreement between His Excellency Sheng Director-General of the Imperial Chinese Railway Administrationg and the Agents of the British and Chinese Corporation dated the 28th. March, 1899, which was approved by the Chinese Government and by His Britannic Majesty's Minister, Peking, on behalf of His Britannic Majesty's Government it was stipulated that both parties would make reciprocal and satisfactory working arrangements between the Kowloon Canton and the Canton Hankow Railway it is accordingly recognised in this Agreement that the connection is to the advantage of both Railway in order to attract more traffic to the Joint line and thereby to promote the profits of both Railways; and the Imperial Chinese Govern- -ment hereby agrees to make and maintain such connection. Rules for the interc.ange of rolling stock through traffic regulations, fares and rates and regulation for dealing with through traffic accounts hire and demurrage charges shall be agreed upon by the Administrations of the Railways concerned. (28).
Branch Lines.
The British and Chinese Sections may construct Branch Lines provided that by so doing traffic is not diverted to the detri- -ment of either Section. But neither Government shall construct or advocate the construction of any line or extension, or of any Harbour or Dock, to which either section may have access, so as thereby to prejudicially affect the earnings of either Section of the Railway without the full concurrence of the other Government. (29).
Customs.
The arrangements in connection with the collection of duties and customs shall be negotiated between the Hongkong and the
Imperial Chinese Governments concurrently with this Working
Agreement.
